You are correct that separate sacs doesn't automatically mean fraternal. I didn't know this until I had twins, but it is much more complicated than that, and it is common for doctors to oversimplify the fact. My boys have the same (non) haircut! I love it long, and would die if they cut their shaggy locks off.
